Abstract (English)
This article examines the rise of technology giants within the global system in the context of the transformation of nationstate sovereignty. The economic scale of digital platforms, their infrastructural dominance, and their practices of algorithmic governance are challenging the traditional monopoly of state authority in fiscal, political, and security domains. In light of 2025 data, the study analyzes the shift in “financial sovereignty” by comparing the market capitalizations of major technology companies with the GDP figures of G7 countries. It also addresses the impact of stablecoins and platform-centered payment systems on monetary policy, infrastructural dependence in cloud computing, and the regulatory strategies of the European Union. The study concludes that, through their financial, infrastructural, and algorithmic capacities, technology giants are effectively sharing the traditional domains of state sovereignty and have become de facto governing authorities. In response to this transformation, it emphasizes that developing “National Digital Public Infrastructures” and establishing regional cooperation frameworks constitute a strategic imperative for nation-states seeking to preserve their digital autonomy. Based on the findings, the article argues that states must strengthen regional collaboration to safeguard their digital sovereignty.

Bu makale, teknoloji devlerinin küresel sistemdeki yükselişini ulus devlet egemenliğinin dönüşümü bağlamında incelemektedir. Dijital platformların ekonomik büyüklükleri, altyapısal tahakkümleri ve algoritmik yönetişim pratikleri; geleneksel devlet otoritesinin mali, siyasi ve güvenlik alanlarındaki tekelini sarsmaktadır. Çalışmada, 2025 yılı verileri ışığında teknoloji şirketlerinin piyasa değerleri ile G7 ülkelerinin GSYİH rakamları kıyaslanarak "finansal egemenlik" kayması analiz edilmektedir. Ayrıca, stablecoinlerin ve platform merkezli ödeme sistemlerinin para politikası üzerindeki etkileri, bulut bilişimdeki altyapı bağımlılığı ve Avrupa Birliği’nin regülasyon stratejileri ele alınmaktadır. Çalışmada, teknoloji devlerinin mali, altyapısal ve algoritmik kapasiteleriyle devletlerin geleneksel egemenlik alanlarını fiilen paylaştığı ve de facto yönetsel otoriteler haline geldiği sonucuna varılmıştır. Bu dönüşüm karşısında ulus devletlerin dijital özerkliklerini korumak adına "Milli Dijital Kamu Altyapıları" geliştirmeleri ve bölgesel iş birlikleri kurmaları stratejik bir zorunluluk olarak vurgulanmaktadır ve elde edilen bulgular doğrultusunda, devletlerin dijital özerkliklerini korumaları için bölgesel iş birlikleri geliştirmeleri gerektiğini savunmaktadır.
